For Americans struggling with high home prices and elevated mortgage rates, the legislation could affect everything from housing inventory to rental options and access to affordable housing programs. Senator Tim Scott, a South Carolina Republican, said in a statement: “2026 is the Year of Affordability, and the 21st Century ROAD to Housing Act gives Congress a chance to deliver a major win for families across the country. “The 21st Century ROAD to Housing Act attempts to recognize that the housing crisis is not just about mortgage rates but also about a shortage of homes, limited starter-home financing, and ordinary buyers being outbid by large institutional investors,” Alex Beene, a financial literacy instructor for the University of Tennessee at Martin, told Newsweek.
